I. INTRODUCTION
A. PURPOSE
It is the responsibility of the New Mexico State Treasurer to receive and keep all moneys of the State. The objectives and authority to conduct investment transactions and manage the operation of the investment portfolio are further defined by statute and the attached New Mexico State Treasurer's Investment Policy.
The State Treasurer's Office (STO) is comprised of public sector individuals with specialized expertise to provide oversight and management of the investment function. To further enhance this expertise, the State Treasurer may engage the support services of outside professionals in regard to its investment program to produce a third-party oversight of investment activity and to provide necessary financial protection of the State's financial resources.
The fair market value of the Treasurer's portfolio as of March 31, 2008, was slightly above $5 billion.
B. SCOPE OF PROCUREMENT
The New Mexico State Treasurer’s office is soliciting proposals from investment services firms for investment advisory services for: (a) professional review and advice on the State's investment management policy and practices with the objective of minimizing risk and increasing return; (b) assistance in due diligence of the approved broker/dealer list and credit quality review of investment and financial institutions; (c) other consultation as may be required; and (d) additionally, a one-time service to assist with the initial development process, defining a 3-year term portfolio for local government bond proceeds, similar to the Local Government Investment Pool (LGIP). The Treasurer desires to accomplish any and all of these objectives in the most timely and costeffective manner.

Any inquiries or requests regarding this procurement should be submitted to the Procurement Manager in writing. Offerors may contact ONLY the Procurement Manager regarding the procurement.
Offeror Contact and Proposal Confidentiality:
Except as part of any interview that may be conducted during the evaluation process, until the award is made and notice given to all Offerors, no employee, agent or representative of an Offeror shall discuss the RFP or make available or discuss an Offeror's proposal with any officer, member, employee, agent or representative of the STO other than the Procurement Manager.
Until the award is made and notice given to all Offerors, the STO will not disclose the contents of any proposal to an Offeror or potential Offeror, so as to make the contents of any offer available to competing or potential Offerors.
