I. INTRODUCTION
It is the responsibility of the New Mexico State Treasurer to receive and keep all moneys of the State. The objectives and authority to conduct investment transactions and manage the operation of the investment portfolio are further defined by statute and the attached New Mexico State Treasurer's Investment Policy.
The State Treasurer’s Office (STO) internally manages three portfolios: General Fund $3 billion, the Local Government Investment Pool (LGIP) $1.7 billion, and the state’s Bond Proceeds Investment Pools (BPIP) $1.3 billion. Each of the portfolios has a dedicated portfolio manager responsible for investment and reporting of the funds. The General Fund is comprised of two segments, a core and a liquidity. The BPIP is comprised of two portfolios, one for taxable debt proceeds and one for tax-exempt bond proceeds. The LGIP is an S&P rated AAAm money market fund comprised of 160 participating New Mexico governments. Benchmarks have been defined and the portfolios are being tracked. One Investment Management Advisor will be hired under this RFP to assist with the operation of these portfolios. The review and advice portion of the scope of services does not entail outsourcing of portfolio management. The State Treasurer’s Investment Policy is attached to this request for proposals (RFP)
